You must first unleash the ledgendary pokemon of your version: ruby - groudon/saphire - kyogre.
To do this you must confront Team Aqua/Magma at their base after you've reached lillycove and discover they're up to no good.
Go back to Slateport and look for Captain Stern... things happen, and you must go after the evil Team in your game.
Just follow the storyline from there, eventually you'll release (rather, the team leader will) the ledgendary groudon/kyogre, and you'll have to goto sootopolis to stop it, after that the doors will be unlocked baby })
