I've got my 7th badge and want to challenge wallace but I can't get into the gym, what do I do?

you have to go to slateport city ferry port and follow team magma to their hideout then find your way thru to the boss, once you fight the guy that spots you the boss will have left for the underwater cave where groudon sleeps. go to the cave find way thru and step in front of groudon. now magma's boss fights you then after battle he awakens groudon using blue orb. after the mistake he makes archie aqua's boss comes and speaks and you all exit the cave from here you go to 8th gym but go to the left and work your way around to find steve. once groudon is caught or fainted you can travel bak to the gym and battle!!!! hope i helped.
But whenever I go to the seafloor cavern, nobody is there, it's just empty.
