I have a lv. 15 Abra, but he still does not have an attack but "teleport".
What lv. should he be to get an attack?
And what lv. should he be to evolve into Kadabra?

If I'm not mistaking it evolves into a Kadabra at lv. 16 and should learn confusion then. Happy gaming,

An abra can't learn any other attacks. I've never tried tm's or hm's on it though so that might work...
Anyway it evolves at level 16. If it doesn't than there's something wrong with it. Kadabra becomes Alakazam when its traded through a link cable.
When Abra evolves into Kadabra at level sixteen(I said that because some people train their pokemon before letting them evolve)I think it learns confusion.
I know it learns an attack when it evolves at lv.16 but I'm not sure what. It might learn a different attack if it evolves at a different level.
When abra evolves into kadabra it will learn confusion.
And it evolves at level sixteen.
It only knows teleport without TMs and HMs but at level16 it evolves into kadabra which knows:
teleport : move tutor
kinesis : move tutor
confusion: move tutor or level 16
disable: lv 18
psybeam: lv 21
reflect: lv23
recover: lv 25
future sght: lv30
role play:lv 33
psychic:lv36
trick:lv 43
He doesn't learn any moves on his own, dude, just Teleport. Then, he evolves on Level 16. Happy gaming.
He will learn confusion at lvl. 16 but that is it. The HM flash will work for sure. I suggest using other TM/HM
