You cannot get to the moon in Pokemon Ruby it was never put into the game.
Going to the moom in Ruby and Sapphire is a myth that's only true for the Japanese version of Ruby and Sapphire. It may be able to happen in Emerald though. I'm not positive.
I'm not sure but my friend says that in mirage island you can find some rocket parts used to activate the rocket
In Emerald it is possible with an AR or GS but in sapphire/ruby it is not possible to go to the moon.
Only people with japanese ruby/saphire game can go to the moon. Though it's an event in emerald.
