Okay, I got dig from the guy beside fallabour and lost it
None of my Pokemon have it and I don't have any heartscales so none of my Pokemon can remember any moves
Anywhere else I can get it without doing much work

You can try and trade a pkmn over that has dig or try to catch one that actually learns it if they can I don't remember if anyone in ruby or sapphire that can but if so try to raise a sandslash or somthing and he can learn it or restart the game
Catch like a Diglett or something or trade for a Pokemon with dig. Or start over.
An UNevolved trapinch learns dig at lvl 41. Make sure it is still a trapinch though, not a vibrava, or else it will not learn it
