First you must unlock the the secrets of the Sealed Chamber (Route 132, West of Pacifidlog Town), then you can find the Regis at these locations in special caves: Route 105, Route 111, Route 120. Once you are inside one of these caves, you will find yourself in a room.

At the back of the room will be some Braille. To read it, use the Braille decoder sheet you got with the handbook with you purchased Pokemon Ruby. If you need more information, or are stuck at the Sealed Chamber, just write another question, and I'll answer it.
