How do you get to Southern Island?
Or is it just some phoney thing that people made up?
But if it does exist; I want to know where it is and if you can catch Latios in there? If you have sapphire and vice versa for ruby?!

You got everything right; it exists. Now you have to know how to get there.
1. Defeat the Pokémon League. Then, talk to the guy by the PC in the Petalburg City Pokémon Centre. Volunteer the profile MYSTERY EVENT IS EXCITING to activate the Mystery Events option. Save your game and turn off the power.
2. Obtain an Eon Ticket (I found one in Nintendo Power) and connect your game to a Game Boy Advance holding an E-Reader. Turn on your Pokémon Ruby or Sapphire game and select the option Mystery Events. Then, swipe the Eon Ticket through the E-Reader. A dialog box should come up, stating: 'Go see your Dad in Petalburg.'
3. Talk to Norman in the Petalburg Gym and he should give you the Eon Ticket. Stock up and save up, because you can do this only once.
4. Go to the Lilycove ferry terminal and talk to the manager. When she scoffs at you, a sailor will appear and offer to take you to Southern Island. When you disembark, go straight into the thicket and read the round monument. At that point Latias (if you're playing Ruby) or Latios (if you're playing Sapphire) should materialise.
You have to get the EON ticket from Nintendo Power magazine
No southern Island is real. You can get there by using a mystery events trick, only capable with an e-reader. You catch Latias there in Ruby, and Latios in Sapphire.
