Question for Pokemon Ruby

How do I catch Bagon in Metor Falls because I have looked everywhere and I just can't find it.

In Meteor Falls, there will be a small room where you can find TM02 Dragon Claw. You can also find Bagon there. The room only contains a small bit of water, and a tiny bit of land at the end. I can't give you exact directions to it, but to get there, you must go up the Waterfall.
