The fifth gym leader is Norman — yes, your father — in Petalburg City, and once you defeat him he will tell you to go to Wally's parents' house next door, where they give you HM03 (Surf). Desks and chairs can be bought in Fortree City in the house farthest southeast.
You get surf right after you beat Norman (your dad ) in Littleroot, he is the fifth gym leader.
