Rayquaza

1. Rayquaza is in Sky Pillar. You need the Mach Bike to get to the top. I think you can catch it before the Elite 4 and it'll be at lvl 70, so bring your elite team. It's moveset is: Fly, Outrage, Extremespeed and Rest. Sky Pillar is on Route 131. Surf east from Pacifidlog Town to get there.

2. Only Latios is found in Ruby, there was a special event allowing you to get Latias but that's long over. After you become the champion, you'll continue in your room. Exit the house and Norman gives you some ticket. Afterwards, a news flash in the tv says that a red Pokemon has been seen flying around Hoenn. That red Pokemon is Latios. The big problem is finding him, because he changes location every time you enter or exit a building and change routes. If you keep walking, you will eventually find him. As for Latias, well... If you have an AR you can enter the code to go to Southern Island and catch it, otherwise find someone to trade with.

You spelled it right.
To get Rayquaza defeat the Elite Four and then go to Pacificlodge Town and surf right. Eventually there should be a gap in the boulders above you. Go in the gap and eventually you should come to an island with a cave. Go trough the cave and then you should come outside to a huge tower called Sky Pillar. Make sure you have a Mach Bike or else you'll never get to the top. As for Latios and Latias you need to your house after you defeat the Elite Four and watch TV. It should say that a blue dragon Pokemon is roaming Hoenn. Now you'll have to look in random places for Latios and for advice I suggest looking around near Mossdeep City and Sootopolis City. Latias can only be obtained with a cheat or trade from Emerald or Saphire
