How do you get the dragon scale because I need to get Kindra on my Pokedex.

Catch a Horsea and put it's nickname as dragon scale (I think it works sometimes) then the Horsea will hold a dragon scale.

Whatever the other guys said is a bunch of bull. You just have to get lucky and catch a Horesea or a Bagon that is holding one.
