Is there a way to breed two Raichu's or Pikachu's
To get a pikachu from the egg instead of having a pichu and raising it into a pikachu, is there an item you can hold for it???

No sorry. For as far as I know, you always get the lowest evolved form of a Pokemon when breeding.

Except in the case of Azumarill, and Wobbuffet. For those Pokemon, you need the sea incense and the lax incense, respectively. In those cases, you'll get a marill, and another wobbuffet without those items.
