No, I am sorry to tell you that no store in Hoenn sells any type of ether or elixir. It is stupid but they only way you obtain them is finding them in pokeballs along routes or in hard to reach places in cities or caves.

Ah, I am afraid that I have some rather unfortunate news to share with you. It seems that there is no shop in any Pokemon game ever created that will allow you to buy an Ether, or any other type of move restoring item. Although this would be really cool, and very, very useful, Nintendo will never make this item available to buy in a Pokemon Market because battles would not be as challenging. So, I am really sorry to say this because I wish it would happen myself, but there is no shop in existence that will sell you an Ether, an Elixir, or any item that restores PP points. However, I have had rumors of an Action Replay code that will let you buy whatever you want. So if you want to spend money on an Action Replay, then go buy one. Hope this helps.

No but there is a berry that will resptore 10pp of any one move it is a leppa berry

just use leppa berry ,but first plant it to have plenty of them
