Question for Pokemon Ruby

This is my first question ever so um ....... YAY!
Anyhow, I really need to find Jigglypuff to complete my Pokédex. But the problem is that I can't find him/her. I had a look on route 115. But there seemed to be no grass for Jigglypuff to attack me. How can I find it?

Also, is there an easier way to catch a Latios? (Pokédex reasons)

Also, what pokéblocks are good for raising beauty? (contest reasons)

If you wanted to know I've seen 196 and I own 195. (No cheats)

Oh and to top it off I have a joke.

My girlfriend found a condom in my pocket yesterday. She said "What's this condom for?" I said "I think your fooling around woman... I just want to protect myself"

Go through Meteor Falls until you come out above Rustboro city. Go to the beach on the left surf up till you find a piece of land. There are trainers there as well as grass where you find Jigglypuff.

Make sure you have a Pokemon like Trapinch or Wobbefett so it can't run away.

Dry pokeblocks raise beauty.

I have 196 and seen 199(No cheats)
