Question for Pokemon Ruby

I just want to say thanks to all the people who helped me before.. but yet I have another question. Hopefully this is the last one until I get the Fire Red or Leaf Green Version!

My thing is.. ok I have Regice and Regirock, I still need to get Registeel and I went to where it is, but it won't let me do it, and I even did Fly! So how am I supposed to get that thing! I have been trying for a long time now, and i really want to get it if I can get the other two!

You are supposed to use fly at the center of the chamber. if you do it right, the door will open, and you can fight Registeel!
