Question for Pokemon Ruby

Does anyone know why I can't trade my Deoxys and Mew from Ruby/Sapphire to Fire Red. If you've got any code for ar to enable the trade please tell me, HELP.

In order to trade to fire red, you need to get the National Pokedex, so that you will be able to recognize those Pokemon. To get the national pokedex, you need to get the Ruby and Sapphire on the Sevii Islands and Give it to Celio. The Ruby is at Mt. Ember and the Sapphire is in the Rockets' hideout (not in Celadon) And of course you need to beat the Elite Four in your FR or LG game. And this is kinda obvious but you need to use the connector cable, not the wireless adaptor. I HOPE I HELPED!!!

Ive already got the trade machine fixed and the National Dex on fr and on sapp but its just not happening.
