How do I get to south island?

You need to get the old sea chart from a nintendo event. (The Nintendo Event is over) The only way to currently get the old sea chart is with a hacking device.
I sorry to say, but you need an Eon Ticket which is won at a Nintendo Event, which is over.
South Island? Oh yes, one of the various Islands scattered around the ocean's in the Hoenn region. However, I think that mistaken because there is no Island called South Island. The only Islands are Rainbow Island, Far away Island, Mirage Island, Birth Island, Navel Rock, and one more which I cannot think of. You cannot access these Islands on Pokemon Ruby I don't think, you can get to them only in Pokemon Emerald. To get to the Islands anyway, you would need to go to an Nintendo Event when one is being held, or use a cheat code to get the items by using an Action Replay. Some items that you would need to have so that you could access an Island are the Eon Ticket, the Mystic Ticket, the Aurora Ticket, and the Old Sea map. So yeah, even if you had Emerald, you would still have a hard time getting the tickets.

It is me again, and it seems that you were right. You see, after reading your question over again, I was curious about this other Island, and it turns out that there is indeed a Southern Island. So I apoligize for doubting you, but my answer still stands. You need to pray that Nintendo hold more events for this game, or go out and buy an Action Replay for the Game Boy Advanced.
