You don't get eevee in Pokemon ruby or sapphire. You have to trade one from fire red or leaf green.
The sun stone is used for evolving gloom to a bellossom (instead of letting it evolve into a vileplume by using a leaf stone) and it can also be used to evolve a sunkern into a sunflora.
A moon stone can be used to evolve a clefairy into a clefable, a jigglypuff into an igglybuff
And I also believe it evolves nidorino into nidoking and nidorina into nidoqueen... I think :)

A sun stone and a moon stone are used to evolve certain pokemon.
Eevee is not in the game of Pokemon emerald, saphire, or Ruby. They never added it or any of it's evolutions into the game.

Eevee is not available in Emerald, Ruby, or Sapphire version. The moon and sun stone are for evolving Pokemon like Sunkern, Nidorina and Nidorino, and a couple others.

Hey, sorry to tell you this, but Eevee is only in the Kanto games. Eevee is not available in Pokemon emerald, Pokemon Sapphire, or Pokemon Ruby. What that means is that you will have to play Pokemon Fire red, or Pokemon Leaf green, and trade the Eevee that you get to Pokemon Ruby.
The moon stones evolves the following Pokemon. Jigglypuff into Wigglytuff. Clefairy into Clefable. Nidoran(male) into Nidoking. Nidoran(female) into Nidoqueen. The Sun stone evolves the following pokemon. Gloom into Bellosom. Sunkern into Sunflora.
