Go to the abandoned ship ans in one of the rooms, there is a bit of water. Dive down there and somewhere there should be a place where you go back up. You need a scanner, then talk to a guy in there. He says "give this to captin stern. Get out of there and fly to Mauville. Go to the shipyard and talk to a person. They will say "Yaaaaay!"(well, not exactly) and he'll give you a coice between the deepseatooth or the deepseascale. None of them are better.
