How do you get the nintendo event my ruby is pretty old but how

I guess you are talking about Mistery Event. To unlock it you must have at leat 5 badges. Then, go to Petalburg Pokemon centre and talk to the man by the computer. He will then ask if you want to change your record.
Say yes and tell him: MYSTERY EVENT IS EXCITING. From now on when you start the game you have the Mistery Event option.
