Question for Pokemon Ruby

I have the stragety guide and when I was looking how to evolve Feebas it said high beauty. It didn't give a level, it just gave "high beauty". What does that mean.

What you do is feed it dry Pokeblocks and then you speak to the man in slateport who checks your Pokemon if its good or not if he says it is good he will give you a blue scarf you give the blue scarf to Feebas and then train it up one level.

High beauty means you must give it blue Pokeblocks and raise it's beauty to max. Then it will evolve.

You have to administer enough Pokeblocks as will fill its Beauty condition. Then, you must elevate it one level.
