You can use code 88F7CB8E EE360350 to get deoxis. You will need the master code A2E564FE 0FB58A54 B4564EFE 23F44BF2.

To catch Deoxys, you must either go to a Nintendo Event(which they don't hold anymore for Pokemon ruby) use a Gameshark, or an Action Replay. You could also trade one from a friend that is willing to trade you. That is the only way that you will get a deoxys on Pokemon Ruby.
