When you defeat Norman, he will direct you to Wally's parents' house; they will give you HM03 (Surf). When you push the Magmas or Aquas out of the Weather Institute and get Castform, May will challenge you to a battle on the other side of the bridge, and will give HM02 (Fly) if you win.
