You need surf then talk to alakazam in Pokemon square then visit the birds and you will unlock a 99 floor dungeonwith Lugia at the end

Ok, you have all 3 birds! That's good! Now, in the Pokemon Square, talk to Alakazam, then go visit the three birds. They will combine their powers to create the "Vortex Gem" which will unlock the 99-floor dungeon "Silver Trench". Lugia is on the 99th floor, and once you beat him, he'll likely join you.
