Rayquaza is at level 45 I think and his recruit rate is -10% so you need the friend bow (mt.faraway flr 30)or you need to be level60 or higher
60-69 12.5% bonus
70-79 15.0% bonus
80-89 17.5% bonus
90-100 24.0% bonus
(with out friend bow)
