You need to get the stormy sea.
1.beat rayquaza
2.talk to snubull
3.talk to lombre and shiftry
4.then medicham
5.lastly talk to whishcash and then he will give you the Hm dive

After you go to stormy sea and beat kyoger, You will wake up the next day and be in your team base, then go out and pelliper will deliver a news paper to you(If not go to your mail box and accept or delete a few rescue missions and go into a dungen and complete it.),then read the news paper, the talk to lombre then shiftry and you will be able to go to buried relic.

RECRUIT KYOGRE THEN GO SLEEP WITH AN OPEN SPACE IN YOUR MAIL BOIX AND DO A FEW THINGS THEN SOON YOU WILL GET A LETTER SAYING BURIED RELIC DESCOVERD TALK TO LOMBRE THEN SHIFTRY HE IS IN THE PATH TO WISCASH POND.
