You don't have to get it. You will be granted access as soon as you recruit Groudon.

You have to come back after you've beaten the game. And you don't buy it from wigglytuff or unlock it in a random mission, you have to beat groudon again and there's a chance that he will join your team. If he does, volcanic pit will become available, and Groudon will be there.

Groudon is found in Magma Cavern Pit (3F). You can only recruit him after you beat the game. You'll also need a friend bow to give you a decent chance at recruitment. If you want your chances improved further, gain a higher Pokemon and team level.

I don't CARE IF YOU TRIED TO BUY IT JUST GET A FRIEND BOW AND BEAT THE GAME THEN BEAT THE CRAP OUT OF GROUDON UNTIL HE JOINS!!!!
