How do you get the fly disk so that you can go to the sky place and get rayquaza on your team
And hom many rescue points do you need for lucario rank

To get the fly item, you need to have a key. It is in the wyvern hill. It should be located on the 30f. You may also need to cross water.

HM Fly can be found at 30F of Wyvern Hill (Key needed)
Lucario Rank needs 15,000 Rescue Points, when you achieve that, a Lucario Statue will be place in front of your team base.
