Question for Pokemon Mystery Dungeon: Red Rescue Team

I have a question:
I have beaten regirock 9 times with my venusaur lv 100 holding a friend bow
And I have got his friend area,but it still didn't join

Why doesn't he join.

Ps. Exactly the same happened with registeel and regice

So, easy said you need their parts to recruit them?

You have to remove the part from the Regi before attempting to rescue. The best way is to follow these step:
Step 1: Put an Escape Orb in your Tool Box. Then go to Buried Relic and defeat all Regi. Remember to pick up all those parts. The most tricky thing is, how to make 3 parts not merge into Music Box: You have to hold either Rock Part or Ice Part before pick up the last part fall from Registeel, Steel Part. Then go to next floor and use Escape Orb. DO NOT use it at 35BF or you have search for Escape Orb on every next floors. Escape and back to your HQ. Do the next step.
Step 2: Again put an Escape Orb in your Tool Box, reorganize it and remember NOT to store any of those part in Kangaskhan storage. If you want to give your leader something to hold (X-Ray Specs for example), ask a Pokemon to join your team from the Friend Area and give them one of 3 parts. Or if you are used to playing without holding an item then give your leader one of those parts. Set off for Buried Relic again. This time, you can recruit them. Go to 36BF when you are done and use Escape Orb. If you can't recruit them then repeat Step 2.
