Western Cave. It's on the 99th floor.

Western Cave 99th floor after recruiting Ho-oh from MT. Faraway, but make sure you have the Rainbow Peak freind area first to recruit Ho-oh

You get him in Western Cave on the 99th floor. If you're highly leveled, he's an easy opponent.
