Question for Pokemon Mystery Dungeon: Red Rescue Team

Ok to get a slowpoke to a slowking I have both a kings rock and a link cabel but does it need to be on a specific level?

Also can anyone tell me a wondermail code for kings rock so I can get a politoed. I have already done the one with zubat in western cave.
