How do you unlock wish cave? I saw Ekans and Medicham talking about making their wishes come true.

You go back to the ninetails cave and gengar will be there I wont say much more because this is part of the REAL ending of the game
Just keep doing missions and the next day you can go and see them again and again until they arent there and they are at the notice board outside the pelipper post office.
