You get buried relic once you have cleared stormy sea.
Then you will have some mail in your post box about a buried relic.then you go to the town square and speak to lombre and shiftry and you gain access to buried relic.

After kill Kiogre.
You will recive a mail from Peliper saying Buried Relic descobert.
After read go to town center and talk to Shiftry.
You gained acess to Buried Relic after do all this things.
