Hi all.which is the best Pokemon to start(and which partner to take)??
And how do Pokemon envolve in whick level??

Well, there's no best Pokemon to choose as there are a lot of good ones and how you raise them, what moves you give, and how much you like them them matter most I'd say. It's up to you really, but if you happen to have a favorite out of the choices I'd go with that one if you can, but there's no "best" as everyone has different opinions or prefers certain Pokemon. In case you didn't know, you can't just pick your starter, you have to take a personality quiz that will give you a certain type based upon your nature. Like if it determines your personality to be Hardy and you say you are a boy, then you'd get Charmander. To get a specific one, go to the forum topic about the Personality Test or there's a key as to what answers to give to get a certain one in the walkthrough section or you can keep trying to see what you get using different answers.
I used Mudkip and Picachu, and they worked well for me, but a good idea is to pick your starter and leader so that the types compliment each other well, like Charmander and Bulbasaur, or Squirtle and Torchic, as they are good against different foes. I think having a water type leader is good for the early part of the game, as they can go into water which is in a lot of early dungeons, and b/c Mudkip will become Water/Ground I think he's the most useful of the water Pokemon, and Pikachu was good back up as he learns Quick Attack and can use it even if you are between and him and the foe, because the move will work 2 tiles away instead of just one like many moves. So figure out who'd you think you'd like based upon their earlier moves (but you can use TM's on them too) and the fact that you won't be able to evolve them until after you get past the main story mode, which is not that long, but you'll probably be able to evolve your leader or partner if it's a level up evolution completely by the time you finish story mode. But mainly they evolve like they would in any of the other Pokemon games, levels or a stone or trade or trade with an item, but you'll get Link Cables to do the "trade" part with as you can't actually trade Pokemon in this game, just items but with the Blue version only though. But you'll need to go to a place called Luminous Cave which will open up on the rock where Whiscash sits North of the square after you beat the main story mode with only one Pokemon(after the main story mode you can be alone and switch leaders)and go down there and if it's a level evolution, you can just do it, but if it's a trade or trade/item you just give the items when asked for them.
