You mean the Friend Bow? It's in Mt.faraway 30th floor, you need a key to open the door.

Well this is sort of a cheat but it's easier to get. On the main menu, choose wonder mail and then enter
??7? ??(...)? 4???
+F?? F4?6 K???
Rescue a bulbasuar in tiny woods, 1st floor!!
Like I said easy!!
