Question for Pokemon Mystery Dungeon: Red Rescue Team

I have 2 Questions to ask:

Q1: Well, I had a Blastiose with an IQ of 7 and I leveled him up to Lv. 99, but he didn't learn Hydro Cannon. This also happened with Venasaur learning Frenzy Plant and Charizard learning Blast Burn. So what went wrong? Does the IQ have to be Over 7 or what?

Q2: What do I have to do to meet Munchlax?

Are you sure he learns hydro cannon
If you are try going to remember on gulpin and see if it's there because charizard knows heat wave at lvl1 and you can only get it if you to remember at the gulpin shop
