What is the best way to get through sky tower I have a level 28 charmander(partner) and for me I am a level 27 mudkip and non of my moves work on ghost.

I have only 1 suggestion, train you're Pokemon to about Lvs. 40 - 45. I was able to beat Raquaza with charmander Lv. 42 and squirtle Lv. 43.
