I can't get to frosty grotto and mt. Blaze peak to recruit artic

Frosty forest has 9 floors and a saving point and 3 floors of frosty grotto which reaches to articuno. Mt. Blaze has 12 floors, a saving point and 3 floors of mt. Blaze peak which reaches to moltres. I have already captured zapdos though but I don't know why can't reach frosty grotto and mt. Blaze peak... And yes I've already completed the game... Same goes for groudon too...

You have to go there without a mission and you will reach the checkpoint and the peak and recruit it(30%)

You should complete first story and buy legendary island and you can recuit zapdos,articuno and moltres
