Hey I'm at the part after you beat articuno, met ninetails and cleared your name. So I've been doing missions but whynaut and whoobefet have not asked me to find mankey

Well I'm not sure what is going on but the requirements for the Mankey which is to visit the Uproar forest is to talk to Ninetales which you said you did and then complete three missions. After you complete those three missions. Wynant and Wobbuffet will make a urgent request and that will lead you to the mankey and Uproar forest.
