Mew is at buried relic and you must defeat all the regis there to get the pieces from them and get a music box. Mew will appear on one of the floors. To be eevee, you must get far into the game and when you get a wild eevee to join the team and you can choose different leaders, you can choose to be eevee.

Eevee can be found in the Joyous Tower (An end-game dungeon where you start as a Lvl 1 and have to level through each level to reach the 99th floor. Eevee should be on the floors 12-17.

As for Mew, like superbird5005 said, Mew is hiding in the Buried Relic on the floors 36-100. You need to have the Music Box in your inventory. Mew is very rare and has a very low chance of asking to join the team, you can come back as many times as you want to beat it and try recruiting it.
