How do you get to Lugia?

First, you must beat all three legendary birds, Articuno, Zapdos, and Moltres, and beat them again, until all three join your team. After a while, Alakazam will be in Pokemon Square, but not near the Persian Bank and Wigglytuff's Store, he will be somewhere else. Talk to him, and then you will have to go to Legendary Island, the Birds' Friend Area. Once you talk to them, you will be able to go to SiIver Trench, and he is in the 99th Floor. You will also need an HM Dive.

I did that 3 times and Lugia still hasn't join me I did have 1 teammate for all 3 times and he just dies... And it sucks bcuz I have 2 go trough 99 floors just to defeat Lugia and I don't like it >:(
