Go to Fuschia city (the town south of Vermilion). Go into the Safari Zone. There's a house really far into it where if you reach it you'll receive Surf as a prize. Be careful you only have 500 steps to reach it.

Ok well when you beat the game you go to Whiscash pond and learn about evolution then go to a dungeon but before you can go you will have a cut scene then you can evolve your pokemon.Now after you have evolved your Pokemon (or didn't) go talk to Medicham who sould be near your base.After that go talk to Lombre in the Pokemon square and then after his story you go talk to Whiscash and then when you get the HM Dive you can go to a place called Solar cave and here you can get the HM Surf and Hm Waterfall and HM Dive (you can only get HM Dive if you lost it).The HM Waterfall will be on floor 15 but you need a key to get it and HM Surf will be on floor 20 but you need a water Pokemon of a flying Pokemon to get to it becauase it is surrounded by water.

P.S. If you lost HM dive you can get it at Solar cave floor 10 but you need a key and you sould find some keys in solar cave. Hope I helped.
