If you chose Charmander, you'll find Suicune anywhere in Kanto (you must have the National Dex and beat the Elite Four)
If you chose Bulbasaur you'll find Entei (same as above)
If you chose Squirtle you'll find Raikou (same as above)

You can spot them on the Routes of Kanto after you defeat the Elite Four. (You get the Legendary Dogs in Silver, Gold, or Crystal.)

After getting the national poked one of the three legendary beasts will roam, it will be the beast that is the opposite of your starter. Ex, charmander is suicine
