Go to island 7 then go to the house where the man is doing the chansey dance. To the left of his house, run around or use SWEET SCENT to find a Larvitar and/or a Phanphy.

Yes you can. In the Sevault Canyon. You need the National Pok�Dex, which I assume you have already.
