After you save the Silp.Co...the old man will give you the masterball as a reward

If you go to the 6 boss place and you go to the bigs building you go inside the builing and go to the top and vs and beat you're rivle the people in the room you talk to the people and you get a Pokemon if you keep on go you vs 3 people then you vs a mini boss then you go up and talk to someone up the top of the room

Save Silph.Co from the Rockets, and you will recieve a master ball.
The only other way is to use a cheat device, such as action replay or Gameshark.

The only one you get is from silph scope but you can trade with one of your friends and tell them to make the Pokemon thier trading hold a masterball
