One's you beat the Elite 4 and got the ruby gem...Celio will up-grade your ticket and now you can go to island's 1-7...go to island 4 and there you will find the Breeding Center

There is only 1 breeding center in Leafgreen and it is on Island 4.
You can put two Pokemon there of your choosing to get an egg with the moves you want.
There is also another breeding center below Cerulean City, but only one Pokemon is allowed in that center.

You have to beat the Four Leage then you will be given the Rainbow Pass and able to go to the rest of Seafoam Islands and what you seek is on four island.
