Beat the Elite 4 and get the National Dex from Prof. Oak (60 Pokemon or more). Then get the Ruby for Celio in Mt. Ember, and he'll let you go to 4-7 islands.

After deafeating the Pokemon League and obtained the National Pokedex by catching 60 pokemon. Go to island 1 and talk to celio, and he will ask you to find two gems, the Ruby and Sapphire, Ruby is at island 1 in mt.ember, the two rocket grunt are blocking the entrance, beat thema an get the gem there, after that go give it to celio and then he will give you the tickets to islands 4,5,6 and 7.

You need to complete getting the Ruby and Sapphire plate task, then also make sure that you've beaten the E4 for the first time.

Beat the Elite Four then come back to One Island. After that go up to Mt. Ember or whatever it's called and defeat Moltres. Go a little further down and you will see two Team Rockets and talk to one of them. They will both battle you. Go through the cave until you get the Ruby and you will also find some Braille writing. Go talk to Celio and he will tell you to go find the Sapphire on the other islands. He will give you the Rainbow Pass so you can go to the other islands. I haven't played it in a long time but if I'm wrong, tell me. I'll fix it. I have the Ruby and the Sapphire but I haven't played it in so long. Hope I helped.

You need to get the rainbow pass, go back and talk to Celio and see if he will give it to you.

When you beat the pokemon league go to that guy where the boat is or Prof Oak.

Once you have beat the game and have caught over 60 pok�mon, Oak will come to you once you have restarted the game and you will be back at your house after defeating the League / Champion. He will take you to his lab were he will upgrade both your's and a your rivals pok�dex's and then it gives you the ability to catch Jhoto and Hoenn pok�mon now.

Go to island one and talk to the man in front of the breen machine and talk to him. Then obtain the ruby from mt ember and give it to him, and he will upgrade your pass to rainbow pass, and get him the sapphire from island 6, use cut in front of the dotted dorr manually(go to menu-Pokemon-any Pokemon that has cut-click-use cut)
