Well if you meen islands 8-9 you have to cheat to get to them using an action replay or similar, or a nintendo event (but there isnt goin to be one of those for a while).

After you beat the blaine( cinnabar island gym) bill come and ask you to come to island 1,2,3. There a guy named celio will ask you to do a favour, then he will give the tickets to islands 1,2,3. after you beat the league, go back to island 1 and talk to celio, he will upgrade your ticket so you can go to islands 4,5,6,7 aswell as bringing him some gems but will come to that later.

Islands 1/2/3: Go to after Cinnabar Gym.
Islands 4/5/6/7: Go to after getting Ruby for Celio (after Elite 4)
Navel Rock/Birth Island: Use GS or AR code to get ticket.

You need the rainbow pass, and to get that you need to go back and talk to Celio on island one.

To get 8 and 9 you have to have a ar or gs or go to a nintendo event good luck with that mission

1 - 3, You go to these islands after defeating the 7th gym. Bill comes to you on a ship and takes you to island one and tells you to help him out ( While at island one you can catch pok�mon such as Magmar, Moltras and etc. ) Then after returning you will go on to beat gym 8. Go to the league and beat them out. If you have 60 pok�mon Oak will come to you and you will follow him into his Lab were he will update your pok�dex to a National Dex, this way you can get Pokemon from Jhoto and the Hoenn. Once that is done go to island one and talk to Bill and he will upgrade your ticket once completing the missions.

To get different islands you first beat the 7th boss to get the 1st 2nd and 3rd island to get different is you have to beat the Pokemon league and I hope I have help you so much but not so much good luck......
