You have to read what it says and use "cut" on the door and presto it will open.

If the Scientist is in the way, go back to Four Island's Icefall cave and remove the Rockets. Once that's done, use Cut in front of the Dotted Hole's entrance.

Just keep travlling I think south of the island (if not then go north) when you get to it use cut on the door which has braillie code on it.
