In terms of direct power yes, but the move all-around is horrible; it's exactly like Hyper Beam (150 damage, 90% hit rate, rest on next turn) aside from the Water type. I still stand by Surf or Hydro Pump as a better move.

I agree except you could have surf with it so you can be very powerful
